The Mailers Council is a coalition of over 50 corporations,
nonprofit organizations and major mailing associations. Council members represent for-profit and nonprofit mailers that use the United States Postal Service to deliver
correspondence, publications, parcels, greeting cards and payments. Collectively the Council accounts for as much as 70 percent of the nation's mail volume.

The Mailers Council believes that the USPS can be operated more efficiently, supports efforts aimed at lowering postal costs, and has the ultimate objective of containing postal rates without compromising service.

Formed in 1988, the Mailers Council meets regularly to discuss postal
policy and legislative issues. It has held summits to discuss the future of postal operations, policy and legislation, and routinely participates in rate discussions. It works with USPS managers and industry leaders to
improve the Postal Service and to ensure a robust postal system.
The Council played a significant role in shaping the 1994 postal rate increase. Postal officials were considering a 20 percent postage
increase, or a $.35 First-Class stamp. The Council warned that such a steep increase would drive away mail volume to alternative delivery systems and precipitate the need for additional rate increases, and
possibly a federal bail-out.
Instead, the Council convinced the Postal Service to implement an across-the-board increase and a cost containment program.USPS
officials adopted the proposal and broke a two-decade cycle of steep increases followed by mail volume declines. The concept proved successful, with current rates remaining in effect for a record number of years.
The Council also focused in 1998 on delaying an increase USPS officials were planning for that summer. Working with other postal
groups and with its own campaign aimed at postal officials, the media, and Capitol Hill, the Council successfully encouraged a delay in the increase until January 1999.
Membership dues for the Council are based on whether the organization is a company or association, and on either its total annual
