To develop the new Quarterly Report Card on Postal Service Productivity, the Mailers Council selected the Washington Economics Consulting Group. WECG’s president, Dr. James A. Clifton and his associate, Dr. Reza Saidi, completed the project.

Dr. James A. Clifton

    Dr. Clifton, a native of Portland, ME, was educated at Cornell University (BA) and the University of Wisconsin-Madison (PhD, Economics), where he was a Ford Foundation Fellow. He is president and founder of Washington Economics Consulting Group, Inc., and has over a decade of experience as an economic consultant and expert witness.

    Dr. Clifton began his career as an assistant professor of economics at the University of Maine-Orono. He published widely-acclaimed, pioneering research on the growing intensity of competition in market economies over the course of long-run development, and extended this work as a visiting professor at Cambridge University.

    In 1979 Dr. Clifton became a senior economist at the US Chamber of Commerce in Washington, DC. In this capacity, he contributed research which helped advance the Chamber's policy positions on the control of inflation, federal budgetary restraint and ways to enhance productivity growth. From 1983 to 1986 Dr. Clifton served as Republican Staff Director of the Committee on the Budget, U.S. House of Representatives. In 1985 Dr. Clifton contributed the concept of fixed deficit reduction targets to the Gramm-Rudman-Hollings legislation.

    Between 1986-1992, after leaving Congress, Dr. Clifton founded a nonprofit corporation focused on problems of American industrial competitiveness, while also developing an economic consulting practice. In 1992 he joined the faculty in economics and business at Catholic University as associate professor of economics. He left in 1997 to begin WECG, formalizing in his company a decade's work experience in consulting on federal regulatory, private antitrust and economic damages issues.

Dr. Reza Saidi

    Dr. Saidi is Washington Economics’ Research Director. He has extensive experience in finance and economics and holds tenure as a professor in the Department of Business and Economics at the Catholic University of America. As an applied econometrician, he conducts complex statistical analysis, modeling and forecasting. Dr. Saidi received a PhD in Economics from the University of Kentucky. In addition, he holds an MBA from the University of Dallas and a BA in Accounting. He is a member of the Financial Management Association. His consulting experience includes the areas of economic damages analysis across a wide range of industries, postal and housing economics.
